27.	Minutes PDF 42 KB To approve and sign the minutes of the meeting held on 7 February 2012. Minutes: RESOLVED: That the minutes of the last Crime and Community Safety Decision Session held on 7 February 2012 be approved and signed by the Cabinet Member as a correct record.

Minutes: It was reported that there had been no registrations to speak under the Council’s Public Participation Scheme.

This report informs the Cabinet Member of a successful bid for grant funding to establish a national trading standards E-Crime enforcement facility in partnership with North Yorkshire County Council. The report seeks approval to accept the grant offer and expand the regional Trading Standards Scambuster Team to accommodate the additional work. Decision: RESOLVED: (i) That the report be noted. (ii) That Option A, as set out in Paragraph 14 of the report be adopted. REASON: To support the establishment of a grant funded trading standards E-Crime investigative facility in York. Minutes: The Cabinet Member received a report which informed him of a successful bid for grant funding to establish a national trading standards E-Crime enforcement facility in partnership with North Yorkshire County Council. The report sought approval to accept the grant offer and expand the regional trading standards Scambuster Team to accommodate the additional work. The Cabinet Member was informed that as a result of the funding, three new jobs would be created in the Scambuster Team. It was also noted that the reputation of the previous team had contributed to the successful bid. The Cabinet Member requested that his congratulations to the team who had put together the successful bid be noted. RESOLVED: (i) That the report be noted. (ii) That Option A, as set out in Paragraph 14 of the report be adopted. REASON: To support the establishment of a grant funded trading standards E-Crime investigative facility in York.

The purpose of this report is to enable the Cabinet Member for Crime & Community Safety to review the results of legal actions (prosecutions, cautions and fixed penalties) undertaken by Environmental Health, Trading Standards, and Licensing Services in the Communities and Neighbourhoods Directorate for the period 1^st October 2011 – 31^st December 2011. REASON: So that the Cabinet Member reviews formal enforcement activity undertaken by Environmental Health, Trading Standards, and Licensing Services. Minutes: The Cabinet Member received a report which enabled him to review the results of legal actions (prosecutions, cautions and fixed penalties) undertaken by Environmental Health, Trading Standards, and Licensing Services in the Communities and Neighbourhoods Directorate for the period of 1^st October 2011-31^st December 2011. The Cabinet Member requested that his congratulations to all Officers who had been involved in Scambuster cases be noted. RESOLVED: That the report be noted and approved. REASON: So that the Cabinet Member reviews formal enforcement activity undertaken by Environmental Health, Trading Standards, and Licensing Services.
31.	Crime Summit PDF 84 KB View the background to item 31. View the decision for item 31. This report outlines to the Cabinet Member the proposal for an annual Crime Summit, and sets out the proposed format for the event. Decision: RESOLVED: (i) That the report be noted. (ii) That Option A, as set out in Paragraph 5 of the report be approved. REASON: To enable the event to take place as planned on 25^th April involving a wide audience and participation. Minutes: The Cabinet Member received a report which outlined the proposal for an annual Crime Summit, and sets out the proposed format for the event. Following a question from the Cabinet Member regarding involvement in the event from the business community, it was noted that a number of business organisations could not attend the event, however work was still ongoing to ensure engagement with the business community. It was noted that overall, business crime in York was low, and the majority was focused around shoplifting in the retail sector. The organisation Retailers Against Crime in York (RACY), were actively engaged with local retailers, as were the local retailers themselves, to overcome this. RESOLVED: (i) That the report be noted. (ii) That Option A, as set out in Paragraph 5 of the report be approved. REASON: To enable the event to take place as planned on 25^th April involving a wide audience and participation.
