York Central- Mayoral Development Zone
The purpose of this report is to provide the
Executive with a recommendation on the allocation of a Mayoral
Development Zone (MDZ).
The Executive will be asked to:
1.
Endorse the allocation of a Mayoral Development Zone at York
Central.
2.
Propose a redline boundary for the zone to the Mayoral Combined
Authority.
3. Delegate authority to the Director of City Development (in
consultation with the Director of Governance and Executive Member
for Economy and Culture), to agree and enter into with the CA, any
necessary advisory governance structures for the MDZ.

The MDZ is proposed by the York & North Yorkshire Combined
Authority,
who will be primarily responsible for undertaking associated
consultation,
though it relates to and is aimed at facilitating the York Central
development site, which has been subject of extensive community and
stakeholder consultation, both statutory and non statutory.
Progress updates are provided via the https://www.yorkcentral.info/
website. The proposed MDZ was also considered by Place Scrutiny
Committee on 21st July 2026.
