Outgang Lane was identified as unsafe during consultations when
forming York’s Local Plan in 2023.
Since then, a resident survey with Gypsy and Traveller Communities
took place in 2024 – 2025. The survey
indicated concern from site residents and stakeholders to the
unsafe conditions for using the road.
Neighbouring businesses were approached and raised concerns
regarding Outgang Lane, claiming
conditions made the road unsafe for their staff and
customers.
A TRO consultation was conducted in May 2026. Consultation involved
talking to the majority of
Residents face-to-face, including sharing proposed plans.
Letters and plans were sent to all affected businesses, with
corresponding notices along the length
of Outgang Lane.
One objection has been received, opposing double yellow line
implementation throughout
Osbaldwick.
One Business was concerned about receiving negative interaction
from residents during any work
taking place on the road.
Improvements to Outgang Lane with agreed budgets were approved at
an Executive meeting
on the 6th of March 2026.
