Annual Childcare Sufficiency Assessment 2025 setting analysis of the childcare market across the City of York.
The report informs the Combined Executive
about how the local authority is meeting its statutory duty to
secure sufficient early years and childcare provision for children
aged aged 0-14 years (and up to 18 years for children with SEND)
and about the positive progress made in delivery the Early Years
and Wraparound Reforms. The Executive Member will be asked to
approve the report ready for publication and to note the positive
progress on the delivery of the Early Years and Wraparound
Reforms.

Consultation process
Annual surveys with providers and parents have
been carried out from June to September 2025 to gather feedback on
the availability and affordability of early years and wraparound
care. This was promoted via local Networks and via the Family
Information Service.
Consultees: Parents and registered playgroups, day nurseries,
childminders, schools and out of school provision. York Parent and
Carer Forum were also consulted.
