York Christmas Market 2025: Operation of Temporary Anti-Terrorism Traffic Regulation Order

Purpose of Report: Following the Executive meeting on 7 October 2025, and in accordance with member decisions, this report summarises the detailed operation of the temporary Anti-Terrorism Traffic Regulation Order (ATTRO), including assessment, need, risk and risk mitigation assessment, of the various forms of vehicular access historically permitted to the footstreets area during the Christmas Markets.

The Executive will be asked to: Agree the detailed approach to the operation of the market and ATTRO.

The Council aims to give the same 28 days’ clear notice of non-key decisions as it does for key decisions, but in exceptional circumstances this may not be possible. It has not been possible to give 28 clear days’ notice for this item as this report was requested by Executive, at its meeting on 7 October 2025, to be presented to the Executive at the earliest opportunity.
