Heritage Estate Programme

The report will invite the Leader to consider initiating a programme to develop a 10-year Heritage Estates Strategic Delivery Plan - focused on getting the most social, economic and sustainability outcomes from York’s world-renowned heritage assets.

It sets out how the council propose drawing on arguably York’s greatest strength to introduce more well-paid jobs to the city, as well as establishing opportunities for residents to develop pioneering sustainable heritage skills, build community pride and local engagement and strengthen research and innovation focused on our heritage estate and every day historical artifacts.

At the heart of the programme will be attracting significant investment in York’s heritage estate, whether through public sector grants, private sector investment or planned disposals. .


The Executive Member will be asked to agree the process for developing a 10-Year strategic deliver plan to enhance and strengthen York’s heritage assets, further to Executive approval of £250k to fund a cultural masterplan on 2 September 2025

Consultation process

Consultation has been undertaken as part of the 10-year Council Plan development (including the Economic, Cultural and Skills strategies).
The proposed programme has been refined by specialist officers including conservation, archaeology, ancient monuments. The proposed programme has been developed through
discussion with the UNESCO World Heritage Steering Group and York Museum Trust,
ogether with York Civic Trust.
Future consultation will be undertaken as part of the development of the Heritage Estate
Programme and 10-year strategic delivery plan.
