Purpose of Report: The report presents York’s Prospectus – Going for Good Growth with Innovation, Culture and Heritage at our heart – designed to attract private and public investment into the city, the prospectus aligns to the 10 Year City Plan (York 2032) and is partially in response to the York and North Yorkshire Combined Authority’s Local Growth Plan.
The Executive will be asked to: Approve the prospectus as a vehicle to secure additional investment into the city, increasing the number of good jobs, affordable homes and developing the supporting infrastructure to support population growth.

Consultation process
The prospectus was developed within the
framework of the 10 Year Strategies and 10 Year City Plan.
Additionally, it was informed by the Mayoral Pipeline of Proposals,
which Council scrutiny committees were consulted on in 2024, which
in turn was developed in response to the Council Plan,
2023-2027.
Several meetings have taken place with city partners invited to
contribute their own aspirations, including city leader events in
January, April and June 2025. The proposals were presented to the
Mayoral Combined Authority in December 2024 for their consideration
for inclusion in the Local Growth Plan as it developed.
The Council’s Corporate Scrutiny Committee considered a draft
version of the prospectus on 8 September 2025.
Internally, the Prospectus was co-designed with Council Officers
from across the council.
Consultees:
City partners covering business, education, voluntary sector,
charities, and other organisations were given the opportunity to
input into the development of the prospectus.
