Management and Governance of York Multiply Funding
Purpose of Report: Multiply is government funding via the UK Shared
prosperity fund with the overall objective of increasing the levels
of functional numeracy in the UK adult population. Funding is at
upper tier authority level and has been distributed in two separate
amounts to York and North Yorkshire. With a maximum of 10% of total
funding to be used for administration and a smaller allocation
given to City of York, this paper will set out the proposed
operational and governance arrangements for Multiply to ensure that
value and scrutiny of funds is in line with the authorities
expectations on use of funds.
The Executive Member will be asked to consider transfer of funds directly to North Yorkshire County Council for management and to agree on the most appropriate governance arrangements for these funds.

Consultation process
The plan for joint management of the Multiply funding was initially circulated with the investment plan that was submitted to the Department for Education. This was then circulated to wider community groups and education providers. On processing this specific item on transfer of funds at CMT we were advised that Executive Member decision was required.
