Pavement café licence update
Purpose of Report: to detail a revised pavement café
licensing guidance to Executive for approval, following the
completion of a review of the current licensing guidance, as
approved by Executive on 28 July 2022. If approved, the new
‘City of York Guidance and Conditions for Pavement
Cafes’ will be used to review licence applications submitted
in December 2022 by businesses wanting to renew their licences for
January 2023 (under the Business and Planning Act 2020).
The Executive will be asked to approve the revised pavement
café licensing guidance.

Consultation process
An independent access specialist has been commissioned to review the existing guidance on behalf of City of York Council. The review will take account of the feedback received from a panel recruited by the independent access specialist to inform the review. Business representatives will also be consulted on recommendations from the independent review.
