Agree the Devolution Deal and commence consultation

Purpose of Report: The report will provide an update on the process of devolution negotiations for York and North Yorkshire and outline the relevant next steps to progress the process to consultation.

 

Executive will be asked to approve:
• The proposed Devolution Deal;
• A draft Governance Review;
• The publishing of the Scheme for consultation; and
• The outline programme arrangements.

The report will then be taken to Full Council for approval.

 

Decision due date for Executive changed from 15/09/2022 to 21/09/2022.  Reason: City of York Council has now postponed all public meetings scheduled to take place during the national period of mourning for the demise of Her Majesty The Queen.

 

Decision due date for Executive will be changed from 21/09/2022.  Arrangements will be made for a meeting to be rescheduled as soon as possible.  Reason: Due to full statutory requirements not having been met for public notice of the meeting.

The report will request that the Scheme and Governance Review are approved, to be consulted upon as part the full statutory public consultation process. If approved, this will happen in autumn 2022.

Consultees: The consultation will be open to all stakeholders, residents, businesses and community groups.
