Restricting the use of Sky Lanterns on Council Property

Purpose of Report: To consider the risks and impacts of sky lanterns on the environment and outlines an approach which would restrict their use upon council owned or managed land.

The Executive Member will be asked to consider the adoption of a charter which will restrict the use of sky lanterns for all new tenancy and lease agreements, and in relation to events held on council land.

This item is being put on the forward plan less than 28 days before publication as the proposed policy has just been developed, following discussion with stakeholders. It is important that it is discussed at the 7 July meeting to allow the policy, if approved, to be enacted during the summer, when use of Sky Lanterns is more prevalent.

This recommendation is based on national campaigns and the actions of other local authorities which have recognised the risks posed by sky lanterns. Local representatives of nationalities for whom sky lanterns may have a cultural significance are being consulted as part of the Equalities Impact Assessment.
