Review of the Council’s Statement of Community Involvement
Purpose of the Report: To consult Members on a review of the Council’s Statement of Community Involvement (SCI).
The Statement of Community Involvement (SCI) sets out the
Council’s proposals for how the community will be involved in
the production and consultation of planning documents and planning
applications. A review of the published document is required to
ensure the approach is up-to-date and takes account of the current
restrictions/considerations resulting from the current health
pandemic. National Planning Practice Guidance encourages that
authorities undertake a review and update the policies where
necessary so that plan-making can continue under the current health
pandemic.
The Executive will be asked to approve the changes proposed to the
Statement of Community Involvement to ensure appropriate future
community consultation and engagement can continue to be undertaken
in relation to development plan documents and planning
applications. The Executive will also be asked to approve delegated
authority to the Corporate Director of Economy and Place in
conjunction with the Executive Member for Economy and Strategic
Planning for any necessary future modifications required in the
context of the current health pandemic.

Consultation process
The preparation of a
Statement of Community Involvement (SCI) is a legal requirement as
required under the provisions of the Planning and Compulsory
Purchase Act (2004). An SCI was submitted to the Secretary of State
and subsequently adopted by the Council following extensive public
engagement in 2007. Officers have ensured that consultations since
adoption have conformed to the published SCI to be legally
compliant.
National Planning Practice Guidance states that “There is no
requirement in legislation for local planning authorities to
consult when reviewing and updating their Statement of Community
Involvement, although it is good practice for authorities to inform
the public of their intentions to update this document and of the
changes that have been made.“.
On this basis it will be recommended that the updated SCI is
published on the Council’s website with a supporting
statement outlining the updates in context to the current health
pandemic. It is also intended that the report will be submitted to
the Local Plan Examination and circulated for information to
Neighbourhood Forums currently progressing Neighbourhood
Plans.
