The Groves Area Experimental Traffic Regulation Order

Purpose of Report: To gain approval for the progression of the Groves Experimental Traffic Regulation Order (TRO) taking account of comments raised by the public where possible and in accordance with the Government’s Guidance on the progression of schemes during the COVID 19 outbreak.

The Executive Member is asked to approve the progression of the experimental TRO

The Council aims to give the same 28 days clear notice of non key decisions as it does for key decisions, but in exceptional circumstances this may not be possible.  In this case, following the recent Government’s Emergency Active Travel Fund, the item is being considered as an urgent matter because a decision is required sooner than anticipated to allow The Groves’ neighbourhood traffic reduction 18-month trial to move ahead more quickly.

Consultation process

Consultation on the principle of the scheme has been undertaken with local residents and the proposal amended where possible to address concerns. The Experimental TRO process enables the changes to be made on a non-permanent basis. The period prior to a decision on whether or not to make the restriction permanent acts as a consultation period.
