Purpose of Report: This report outlines a proposal that City of York Council will host a regional adoption agency. The report outlines the national and local context of the regionalisation of adoption services. It considers the four options for a legal basis for a North and Humber Regional Adoption Agency. It considers the risks and benefits for City of York Council in hosting a Regional Adoption Agency.

Consultation process
The Project Board to develop this work
consists of the Assistant Directors of City of York Council, North
Lincolnshire Council, North Yorkshire County Council, North East
Lincolnshire Council, City of Hull Council and East Riding of
Yorkshire County Council, whose work is overseen by the regional
Association of Directors of Children’s Services, alongside
representatives of adoptive parents and the Voluntary sector. There
has been extensive and on-going consultation with adoptive parents,
and where appropriate young people, professionals and the Voluntary
sector.

Council, East Riding County Council, North Lincolnshire Council,
North Yorkshire County Council, North East Lincolnshire Council,
City of Hull Council, representatives of adoptive parents and
representatives of the Voluntary sector.
