A proposed new tiered charging system for the Warden Call Service
Purpose of Report: The report provides
information on the actual cost of providing the warden call service
to inform a tiered charging system that offers choice in the level
of service a customer wishes to purchase. The report also proposes
increases in the level of fees charged to create a pricing model
that is closer to the actual costs of the service and so reduce the
current subsidy. The report also proposes introducing a charge for
couples and to levy a fee for lost equipment.
The report will ask the Cabinet Member to agree a period of
consultation with Warden Call customers and stakeholders on the
proposals in the report and to receive a further report in May 2013
on the outcome with recommendations.

Consultation process
A small consultation took place with a sample
(105 respondents) of customers on the idea of a tiered charging
system for Warden Call in 2011 as part of a Supporting People
proposal at that time. The response was supportive of the concept
due to the choice of service level it can offer to customers. This
report now proposes a much larger consultation with customers and
stakeholders in more detail on the tiered services being proposed
and the level of charge that could be introduced to reflect more
closely the actual cost of providing the service.
