James Street Link Road Phase 2 modelling refresh

Purpose of report: The report will consider the study undertaken by Halcrow to re-examine the modelling undertaken by Jacobs in 2003 in order to determine if and when James Street Link Road Phase 2 should be constructed.

The report will also present the results of surveys undertaken on various streets in the Heworth area to assess the increase in traffic and extent of violations of traffic orders (for turning restrictions etc) in the area.

The modelling will provide a commentary on the optimum time for constructing the southern section of Phase 2 of the link road to maximise the financial benefits and confirm, or ortherwise, if it will coincide with the anticipated delivery programme for a private development, off Layerthorpe, through which a section of the link road will pass. The conditions of the Outline Planning Consent for the development require the developer to implement this section of Link Road. Timescale is dependent on the modelling output.

Members are asked to: Note the need for an optimum time for constructing the southern section of James Street Link Road Phase 2 and decide whether the Council should either pursue its construction by the developer, or instruct further work to be undertaken to provide an estimate for its construction by the council.
