Review of CYC community car park and on-street parking charges in response to petitions
To receive a report from the Director of Environmental and Regulatory Services which invites Executive to review the recommendations from the independent review of community car parking and on-street charges focusing on Bishopthorpe Road, East Parade (Heworth), Micklegate, and The Groves. It includes feedback from Place Scrutiny Committee and recommends some changes for Executive’s approval.

Resolved: That the Executive:
i. Noted the continued focus on LTS objectives to encourage a shift away from the private car and reduce mileage driven in the city by improving alternatives modes of transport and using parking charges as a lever to influence travel behaviour, whilst continuing to offer free unlimited parking for Blue Badge holders.
ii. Approved the following changes to parking charges:
· Changes to the Minster Badge, from the current charge of £45 for two years, to an annual charge of £15; and
· Increased discount for Minster Badge holders parking in community parking areas (as listed below) from the current 30% discount to 50% discount;
iii. Noted the commitment to develop a parking strategy as set out in the LTS and its Implementation Plan. This would be done as part of the wider work on the Movement and Place Plan, (also including a kerbside strategy). The parking strategy would consider how parking should be managed near places of worship as well as other important destinations;
iv. Approved the introduction of an informal consultation stage before a decision be made on significant increases to Council parking charges (defined as increases above the rate of increase for City of York Council standard fees and charges);
v. Supported the publication of the annual parking account report in a revised format, to provide more detail on parking revenue and how it is reinvested into transport and environmental improvements.
Reason: To acknowledge the feedback and recommendations received through the independent review and continue to balance competing priorities to deliver the LTS’s objectives.
