Urgent Business - Urgent Review of Parking Charges (10:44am)

Any other business which the Executive Member considers urgent under the Local Government Act 1972.

Decision:

Regarding Sunday Morning Parking, the Executive Member

 

Resolved:     To pause the advertising of implementing charges on a Sunday morning in Micklegate and Priory Street to allow engagement with the community before a decision is taken.

 

Reason:        This change had not yet been legally advertised and the Executive Member wished to defer to allow further engagement and to seek community views.

 

Regarding Temporary Suspension of Parking Charges at Micklegate and Priory Street, the Executive Member

 

Resolved:     To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.

 

Reason:        Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.

 

The parking model reflects the executives commitment to encouraging sustainable transport.

 

Regarding Bishopthorpe Road Car Park the Executive Member

 

Resolved:     To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.

 

Reason:        Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.

 

                    The parking model reflects the executives commitment to encouraging sustainable transport.

 

Regarding Future charging Changes, the Executive Member

 

Resolved:     To delegate authority to the Director of Environment, Transport and Planning authority to make minor amendments to the parking charges for the financial year to April 2026.

 

Reason:        To allow timely changes to parking charges once further engagement has concluded.

Minutes:

There was one item of Urgent Business concerning a Review of Parking Charges in the City Centre. The report was presented by the Head of Highways and Transport.

 

Officers advised that as part of the budget setting process officers had followed the statutory process publishing notices for the charges at least 21 days before implementation and the new charges came into effect on the 11 April 2025. Specific concerns had been raised that the removal of free parking on Sundays in the Micklegate area would impact on local churches and the removal of the unique half hour payment for Micklegate parking would have a detrimental impact on businesses. The standardisation of parking charges in all car parks had an a significant impact on Bishopthorpe Road car park as it previously had a lower price than other car parks.

 

Following request from a member, a temporary suspension of parking charges had been put in place at Micklegate and Priory Street and this report proposed options for temporary pausing of some charges to allow a short period of review of the impact of these changes the changes to the Sunday morning parking on Micklegate which had not yet been legally advertised

 

Regarding Sunday Morning Parking, the Executive Member acknowledged that as this had not yet been advertised it would be appropriate to pause at officers’ recommendation, pending consultation with impacted communities (churches and local businesses).

 

The Executive Member expressed concern that broader emergency measures (temporary suspension) would result in free parking on these on street locations, and this would also be unfair to the other communities.

 

The Executive Member made assurances that she would consult with impacted communities, including churches and local businesses.
