Extra Agenda Item added – York Fire Service Review

 

 

1.   Cecil Pugh, Group Manager North Yorkshire Fire & Rescue

Cecil gave a brief update on the review of all the fire stations in York and in particular the main issues.

·        The Fire Service are seeking the views of residents & businesses.

·        Proposals are to be made regarding the relocation of fire stations within the city and the residents of York will be asked for their opinions about these proposals.

·        There will be consultation papers all over the city in the next few weeks.

 

 

 

Residents raised the following issues and questions.

·        Can you do anything about Huntington when you can’t turn right?

o       On Blue lights we can turn right onto the A1237

·        Is the funding ringfenced for a new building in the fulford/Germany beck area?

o       It is only a proposal so we would have to seek funding for it.

·        Couldn’t there be a fire station within the new university development?

o       This is something to look at.

 

 

2.             Naburn Village Green

Clair Bailey-Lane (Street Environment Officer) is looking to spend some of the York Pride money for the ward in Naburn.  One of the ideas is to make improvements to the village green. 

Clair encouraged anyone with any ideas for improvements to contact her.

 

Questions raised were;

·        The landlady of the local pub would also like to get involved in helping to fund improvements in the village.

·        Can we straighten the telegraph pole that is leaning over at Acaster Lane.

There should shortly be some improvements to the village hall in Naburn thanks to the rural community council.

 

 

3.         Police

      The Police gave a brief ward update;

·        So far this year Wheldrake has had 65 recorded crimes, same as last year, with a total of 9 detections.

·        Bishopthorpe has had 9 more recorded crimes than last year, with a total of 21 detections.

·        The main issues in both areas seem to be parking and speeding.

·        The PCSO has devised a questionnaire and handed it to all parents to fill in regarding parking and traffic at schools.

 

Issues and questions raised;

·        The automatic speed device in Main Street was out of action for 6 weeks, this is the 3rd time this has happened.

·         There seems to be a lot of travelling crime in the area.

 

 

 

4.             Recycling

Rachel Buxton from the Waste Strategy Team reported on recycling in the ward and across the city:

§         At the moment, 43% of all waste collected across the city is being recycled.

§         A report has recently been sent to members for approval about what the city hopes to do in the next 3 years.

§         This includes a target of recycling 50% of waste across the city, and having kerbside recycling available to all residents by 31st December 2010.

§         There will be a trial in The Groves next week using different recycling containers and wheelie bins to identify the most effective recycling methods.

§         There is a new recycling booklet and all household will receive it with a calendar in November.

§         You can also now recycle in your paper bag the directories and yellow pages.

§         You can now mix paper & cardboard in the same bag.

 

The following questions and issues were raised;

  • Is the 50% target to be achieved by the same date?
    • Yes, it is
  • Can you recycle plastic packaging?
    • Only plastic bottles as we would need to find a different taker to have the packaging.
  • Can you have a mixed plastic area somewhere like tesco?
  • How do you measure the recycling rate?
    • Everything that gets collected gets weighed and split between recyclables and landfill.
  • What is the arrangement for James Street and permits?
    • Each Household will get a certain amount of permits for a trailer or van.  Any extra permits required will be based on an individual basis.

 

           

5.                  Ward Schemes Ballot List 2009/2010

People were given the opportunity to speak about the ward schemes for 2009/2010, and also to raise any questions or queries about the schemes on the ballot list.

The following schemes were represented at the meeting;

No 19 - Wheldrake Parish Council

No 10 - Wheldrake Recreation Association

No 15 - Street Light improvements to Ferry Lane, outside Sports Pavilion

No   4 – Bishopthorpe Parish Council

No   7 – York Playspace

No 11 – York Citizens Advice Bureau

 

Residents expressed great support for street lights to be installed on Sim Balk Lane.

 

 

6. Have Your Say

The public enquiry into the appeal for the application for hangers at Elvington Airfield starts next week.  The forecast is thousands more aircraft movements per year.

The enquiry is expected to last 5 days.
