The Executive Member for Finance and Performance is asked to approve and sign the minutes of his Decision Session held on 16 December 2019.

Resolved: That the minutes of the Executive Member for Finance and Performance Decision Session held on 16 December 2019 be approved and then signed by the Executive Member as a correct record.

Public Participation

Minutes:

It was reported that there had been one registration to speak at the meeting under the Council’s Public Participation Scheme.

 

Martina Weitsch, a Member of the Green Party, and York resident, spoke on Agenda Item 4: Green Energy Tariff. She applauded the council for deciding to make an investment in green energy and as a demonstration of its commitment to the declaration of a climate emergency. She encouraged the investment in companies that invest in green energy at the end of the 4 year contract. She urged the move away from reliance on fossil fuels and investment in renewable energy between the end of the existing contract and beginning of the new contract. Her comments were noted by the Executive Members.

The Executive Members are asked to consider a proposal to adjust the electricity contract to the Npower green energy tariff commencing 1 April 2020.

Decision:

Resolved: That the Executive Members:

 

                     i.        Approve a change to the corporate electricity contract from April 1st 2020 to the green energy tariff.

 

                    ii.        Instruct officers to consult with Schools and other partners who access this contract and seek their approval to switch to the green tariff.

 

Reason:     To allow City of York Council to undertake steps to deliver actions as in relation to the Council Plan.

 

Minutes:

The Executive Members considered a proposal to adjust the electricity contract to the Npower green energy tariff commencing 1 April 2020. The Head of Property Design and Facilities Management was in attendance to present the report. He explained that the corporate electricity contract with Npower commenced on 1 April 2019 for 4 years and within this contract was the option to adjust to a green electricity tariff. The impact of this was extra annual expenditure of circa £7,000 split down into CYC buildings, York Explore, Schools, and Street Lighting as shown in paragraph 12 of the report. He added that the consumption figures were based on 2018/9 data and that the change to the green energy tariff overall provided benefit to carbon neutrality.

 

The Executive Members thanked officers for their work on the paper and noted that the council was continuing to look at different areas for the delivery of sustainability in an affordable way. They further asked that in regard to commissioning work for residential and adult social care, that sustainability was placed on the frameworks for them.

 

Resolved: That the Executive Members:
