Members are reminded that, should they wish to call-in any decisions made on items* on this agenda, notice must be given to Democratic Services by 4.00 pm on Wednesday, 16 September 2026.
*With the exception of matters that have been the subject of a previous call in, require Full Council approval or are urgent, which are not subject to the call-in provisions. Any called in items will be considered by the Corporate Scrutiny Committee.

Declarations of Interest At this point in the meeting, Members and co-opted members are asked to declare any disclosable pecuniary interest, or other registerable interest, they might have in respect of business on this agenda, if they have not already done so in advance on the Register of Interests. The disclosure must include the nature of the interest.
An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

Review of CYC community car park and on-street parking charges in response to petitions To receive a report from the Director of Environmental and Regulatory Services which invites Executive to review the recommendations from the independent review of community car parking and on-street charges focusing on Bishopthorpe Road, East Parade (Heworth), Micklegate, and The Groves. It includes feedback from Place Scrutiny Committee and recommends some changes for Executive’s approval. Additional documents:

Anti-Terrorism Traffic Regulation Order (ATTRO) - statutory consultation response To receive a joint report from the Director of Environment and Regulatory Services and the Director of City Development presenting a review of the representations received during the statutory consultation process for the proposed introduction of a permanent Anti-Terrorism Traffic Regulation Order (ATTRO) for the city centre. To receive a report from the Director of City Development seeking an in-principle decision to enable the Council to continue preparatory work for the potential use of compulsory purchase powers under Section 17 of the Housing Act 1985, should it ultimately be required to support land assembly for the Willow House development.
