RESOLVED:       That the minutes of the meeting of 29 November 2011 be confirmed and signed by the Chair as a correct record.

Public Participation

At this point in the meeting, members of the public who have registered their wish to speak regarding an item on the agenda or an issue within the committee’s remit can do so.  The deadline for registering is Monday 16 January 2012 at 5.00pm.

It was reported that there were no registrations to speak under the council’s Public Participation Scheme.

This interim report presents information received to date in support of this review and based on the Task Group’s findings, suggests an alternative focus for the review, for the Committee’s consideration.

Members received a report that presented information received to date in support of the review on Anti-Social Behaviour.  The report detailed the Task Group’s findings and suggested an alternative focus for the review, for the Committee’s consideration.

 

Members noted that, in view of the information they had received, the Task Group had agreed that the remit set for the review was no longer appropriate, but they had identified a number of other possible areas of investigation on which the review might focus, as detailed in paragraphs 48 and 49 of the report. 

 

The Committee was asked to identify an alternative remit for the Task Group review. 

 

Discussion took place around a number of issues including:

·        The possibility of seeking the Youth Council’s views in respect of issues relating to anti-social behaviour. 

·        Giving further consideration to resource issues and the impact that this had on the work of the Noise Patrol.

·        Links between anti-social behaviour and alcohol.

·        The possibility of focussing the review on anti-social behaviour in relation to noise and vandalism.

·        The impact of the Capable Guardian Scheme and the Area Working Pilot.

 

Members agreed that it would be useful to receive an update on the Capable Guardian Scheme and the Area Working Pilot.

 

RESOLVED:       (i)      That the committee receive update

reports on the Capable Guardian Scheme and the Area Working Pilot.

 

(ii)      That, based on the options identified, further consideration be given to focussing the review on issues in respect of young people and alcohol and drug-related anti-social behaviour.

 

REASON:            To ensure compliance with scrutiny procedures and protocols, and the committee’s workplan.

This report provides information due to be presented at a meeting of Local Government North Yorkshire & York on 20 January 2012 on the arrangements for the establishment of a Police and Crime Panel.

Members considered a report that had been presented at a meeting of Local Government North Yorkshire and York on 20 January 2012.  The report detailed the arrangements for the establishment of a Police and Crime Panel.  Councillor Fraser provided an update to the Group and informed them that a report on this issue would be considered by Cabinet in March or April 2012.  It was noted that City of York Council would be entitled to appoint two councillors to the panel.

 

Members’ attention was drawn to a proposed workshop that was to be held in the region which would provide the opportunity to:

·        Consider Local Authorities’ role in establishing Police and Crime Panels, the requirements for setting them up and membership.

·        Examine the powers and role of the panels.

·        Consider how complaints will be dealt with.

 

RESOLVED:       (i)      That the information contained within the

                                      report, and its annex be noted.

 

(ii)      That the Chair and Vice-Chair be nominated to attend the workshop (Cllr Orrell to be asked to attend if the Chair or Vice-Chair are not able to do so).

 

REASON:            In order that the Committee is kept informed of the arrangements for the establishment of a Police and Crime Panel.

Consideration was given to the committee’s work plan. 

 

RESOLVED:       (i)      That the work plan be approved.

 

(ii)      That an additional meeting of the Committee be held on Monday 20 February 2012 at 5.00pm to receive reports on the Capable Guardian Scheme and the Area Working Pilot.

 

REASON:            To progress the work of the committee.
