Introductions and minutes of the last meeting

Minutes:

1. Councillor Kirk introduced the meeting.

 

2. The minutes of the last meeting were approved. There were no questions regarding the minutes.

3.

Safer Neighbourhoods Team

Find out more about Police priorities in your area.

Minutes:

1.Sargent Donna Musgrove gave an update on Police issues in the area. It was explained that the Safer Neighbourhoods Team work in partnership with other agencies in the area and this has been working well.

 

2. Strensall and Towthorpe Parish is to made a no alcohol zone. This gives the Police some additional powers and will help them tackle anti-social behaviour.

 

3. There have been very few crimes in Earswick and Stockton on Forest.

 

4. The press have recently published crime statistics about Strensall. Sgt. Musgrove pointed out that these are from 2006/07.

 

5. Operation DAWN will be carried out 21st to 26th April. This will be a multi-agency week of action.

 

6. Q. Speeding is a problem on Strensall Road.

A.     The Team have been trained to use speed guns but equipment is not always available. This area will be suggested for inclusion in a speed matrix which the Fire Service will carry out during the action week.

Flooding and drainage

Find out more about flooding and drainage in your area with representatives form the Foss Internal Drainage Board.

Minutes:

1.Bill Symons and Ken Pratt explained that the Foss Internal Drainage Board look after nearly 200 kilometres of ditches. The board had a workforce of it’s own and their main priorities are protecting properties and maintaining water flow. The board is funded both by landowners and CYC.

 

2. Q. When developers building on new site what do they have to do about the drainage?

A. In the past it has always been assumed that drains would sort themselves out but this is not the case as water courses fill up very quickly. There are currently moves to retain water within new developments by using ponds etc.

 

3. Q. Do the board deal with protecting wildlife?

A. The board does have a responsibility to protect wildlife and enhance the environment.

 

4. Q. There used to be a ditch at the bottom of Ox car Lane and Moor Lane in Strensall which isn’t there now and it floods.

A. This issue has been raised with the City of York Council.

 

5. Q. Bone Dyke in Strensall is blocked up.

A. The flow of water is not inhibited. The side of the ditch has been taken out in one place to make a wetland to compensate for recent development.

 

6. Q. Does the board have any advice for residents in Stockton on Forest who are worried about flooding?

A. The City of York Council are aware of the problems. A new system may be needed.

Street Environment Update

An update on street environment issues and report on York Pride spending.

Minutes:

1. Angus Young, Street Environment Officer, gave a presentation detailing his role and giving examples of projects completed using the York Pride budget in 2007/2008.

 

2. Residents were asked for ideas for York Pride spending next year. Residents commented on the following:

  • Moor Lane in Strensall has overgrown footpaths which need cutting back. Action: AY to look into.
  • The idea of a neighbourhood litter pick scheme was raised. Residents who regularly walk in the ward could be provided with bags to collect litter in and leave at designated places. Action: AY to look into.
  • There are problems with the hedge overhanging the footpath on Barley Rise in Strensall. Action: This is a private hedge but AY will write to the owners.
  • The Holtby signs have not been replaced. Action: AY to arrange a meeting with Stockton on Forest Parish Council to determine exact location for sign.

6.

Ward budget update

A report on projects funded by the ward committee in 2007/2008.

Minutes:

1. Jennifer Stanley, Neighbourhood Management Officer, gave a brief presentation detailing ward committee funded schemes which have been completed in 2007/2008.

 

2. The ward committee have spent approximately £25,700 on local improvement schemes in 2007/2008.

A. This has been chased up already.
