Main Meeting 7:30pm - Welcome and Minutes Minutes: 2. Cllr Funnell welcomed everyone to the meeting and introduced Toni Wadsworth as a new PCSO for the ward. 2.1 Cllr Boyce informed residents of the Housekeeping, fire exits, and evacuation procedure. |

Police update and priorities Your Safer Neighbourhood Team will inform you of their policing priorities for the year. Minutes: 3. PC Kathryn Wright and PCSO Toni Wadsworth updated on the local policing team and priorities. 3.1Crime figures continue to reduce in the Heworth ward. 3.2The latest comparison shows that crime is 31.26% down on this time last year. 3.3This equates to 326 less victims of crime. 3.4Operation Gatecrasher was a huge success. 3.5One hundred officers executed 12 warrants, 10 of the warrants proved successful and 16 arrests were made. 3.6The community intelligence helped to form the knowledge needed to get the warrants in place. 3.7Priorities for the year were set as · Burglaries · Autocrime · Anti-social behaviour 3.8Monkton/Geldof Road is currently set as a priority area and responses to ASB will be within the hour. 3.9PCSO’s Annie Simpson and Shaun ? have now left the Heworth team but replacements are expected soon.
Residents were given the opportunity to ask questions and raise concerns regarding policing in the ward. The follow were raised.
a) Joseph Rowntree tenants had been causing problems in the area, now that a house visit has been carried out the problems are subsiding. Police are working with Joseph Rowntree Housing and Estate Managers to alleviate the problems. b) Problems on Kirkham Ave, being targeted by one family. Police took details and will deal with outside of the meeting. c) Although it has been mentioned that responses to ASB should be within an hour it is not happening.Apologies were given for this and the residents details were taken to follow up. d) Details were given of the ongoing work being done to seize mini motos in the area. And plans for the cycle barrier between Monkton Road and Victoria Way were praised. e) Why has the presence of Officers on bikes reduced? All Safer Neighbourhood Team bikes have been recalled due to a maintenance issue, so all are back on foot which has reduced their potential for patrolling large areas.
PC Wright offered people home security advice and advised that Safer York Partnership can fund improvements. |

Monkton/Barfield Road Playbuilder Update Find out from Beth Cooper, Project Officer, about the Barfield Road and Monk Stray developments. Minutes: 4. Beth Cooper attended to inform residents on the Playbuilder initiative planned for Monkton Road and Monk Stray. The following was noted. 4.1Beth’s role is the delivery and management of the initiative. 4.2This is a £235million investment from government. 4.3York is benefiting from £1.1million which is to used on 22 playgrounds. 4.4The goal is to provide a boost to children’s play. 4.5The Monkton Road area was highlighted as not having enough provision of play so it was chosen. 4.6The design brief was responded to by 20 companies. 4.7These were reduced to 3 plans by the CYC Leisure Dept. 4.8The three plans were then unveiled for public consultation, which took place at 68 centre. 4.9The responses from young people and other users of the centre selected the final idea for the play park. 4.10 The ASB which has happened historically is known about and concerns have been raised in meeting with Police. 4.11 It is hoped that the investment ion the area will reduce the problem of vandalism by giving young people something to do promoting a positive attitude in the area.
Residents were given the opportunity to raise questions and concerns about the Playbuilder initiative. The following were raised.
a) The fire brigade have been called twice because of people starting fires and trying to burn down the equipment already at the site, why won’t they do it again? Unfortunately this is a sad fact of life, that a minority will spoil things for the majority. The materials chosen for the build have been selected to minimise the potential. Wood to be used is coated with fire retardant. b) There are on going issues in Doddy Park will the same sort of problems come to the play area? Police are working to discourage the ASB in the area, alcohol confiscation and deterrents are having an affect. c) How do you get 15,16 and 17 year olds out of the parks? Unfortunately there isn’t a lot that can be done, although reports to the police will be responded to. d) Will there be a launch party when the play area is complete? Yes the intention is to invite the young people and everyone involved to a launch, this will hopefully develop a sense of ownership for residents in the area. e) When will consultation for Monk Stray start? It is planned for 23rd March and participation is encouraged. f) Can’t security be used on site, this has been used previously and has proven successful? Unfortunately the Playbuilder budget doesn’t allow for this to be funded. The Playbuilder sites have to be open access. g) I live close to the site and never received any consultation or notification, neither did the local residents associations, why? Letters were sent to residents who over the play area. They are also advertised in the press and apologies if anyone was missed out. Local Improvement Schemes 2010-'11 - Provisional List Your chance to comment on the provisional schemes list and find out the final budget decisions for the next financial year. Minutes: 5. Cllr Potter invited the residents to ask about the proposed budget for the next financial year. All the schemes were displayed for residents to comment on. The following were points were raised.
5.1 Cllr Potter explained that Cllrs must declare any interests in proposed schemes and that they have a dispensation from the standards committee to take part in discussion of the schemes. 5.2 Cllr Potter declared an interest in HE-10-21 Bell Farm Adventure Playground installation of water supply and HE-10-15 Bell Farm Adventure Playground six week programme funding. 5.3 Cllr Funnell declared an interest in HE-10-19 St. Nicholas Fields installation of new play equipment and HE-10-19 York Rotters continued teaching of ‘Compost the min-musical.’ 5.4 The budget is based on the previous year, which was £37,000 5.5 The budget was agreed by all present and Cllrs. |

The following points were raised. 6.1 Cllr Potter informed people of the re-launch for Dodsworth Resident Association. Further details will be supplied when know. 6.2 The Yorkshire Ambulance site doesn’t carry out litter picks anymore and the site is a mess? The estate walk about will address this on Wednesday and action will be taken to rectify the issue. 6.3 Praise was given for Richard ?, estate worker for Heworth for his efforts to clean up the ward and his great attitude to his work. |
