Burnholme Community College Young Peoples' Consultation

Minutes:

Pupils from Years 7, 8, 9 and 10 were invited to take part in a series of workshops to enable them to give their views on:

·        The Local Development Framework and Festival of Ideas II

·        The top five policing priorities for the ward

·        How to spend £6500 on youth facilities / activities

·        How to spend next year’s Ward Committee budget

·        How to progress the three Heworth Ward Neighbourhood Charter Ambitions.

2.

Five-a-side football tournament and surgery event

Minutes:

Pupils from Haxby Road, Hempland, Heworth, St Aelred’s RC and Tang Hall Primary Schools took part in a five-a-side football tournament. Heworth Police Community Support Officers refereed the matches and monitored the scoring. This took place alongside a barbeque and ward surgery. Local residents were invited to:

·        Find out more about suggested local improvement schemes for next year’s ward committee funding.

·        Speak to their local ward councillors.

·        Report and discuss any issues of concern with the Heworth Neighbourhood Policing Team.

·        Report and discuss and issues of concern with the Heworth Street Environment Officer

·        Find out more about the work of Environmental Health & Trading Standards.

 

Haxby Road Primary won the five-a-side football competition. Cllr Potter presented the winning team with a trophy and all competitors were presented with a certificate.

Welcome & Introductions

Minutes:

Cllr Blanchard welcomed residents to the formal part of the ward committee meeting and the minutes of the July Heworth Ward Committee were agreed as a true record.

Have your say on local policing issues

Minutes:

PC Ruth Atkins invited residents to write their views on post-it notes on the top policing priorities in the ward so that the top five priorities could be identified. The Neighbourhood Policing Team will work in partnership with the rest of Heworth Ward Planning Team to address the priorities over the coming year.

Festival of Ideas II

Minutes:

The first Festival of Ideas happened in 2003, and is now being renewed. A consultation exercise where residents were asked how they would like the city to be, and to develop, took place during October 2007. The responses are being fed into the LDP Community Strategy blue print for the future of York. The topics included housing, climate change, environmental issues, historic and natural issues, flood risk and employment. A draft of the LDP Community Strategy will be produced in the Spring.

2008/09 Ward Committee Schemes

Minutes:

Cllr Blanchard invited residents to speak about the list of possible ward committee local improvement schemes featured in the November 2007 edition of Your Ward. A general discussion took place regarding the schemes. The following points were noted:

 

·        HE-08-09 – A resident reported that Foston Grove has had new lighting this year and so may not require any further lighting.

ACTION: Kristina Davey to investigate if this is the case.

·        HE-08-21 – A resident requested that if this scheme were to go ahead, that any improvements made to the riverside walk were done with sensitivity to wildlife.

ACTION: Heworth Ward Committee to take this point into consideration if the scheme goes ahead.

Have Your Say

Minutes:

Cllr Funnell invited residents to raise any other issues of interest or concern. The following points were noted:

·        A resident raised concern at the time delay between the building of the Heworth Green traffic islands and the lighting of the bollards at the islands on the main road.

ACTION: Kristina Davey to investigate this issue and report back to the resident.

·        A resident informed the meeting that the building of the former Burnholme Social Club has been identified for possible redevelopment. This building is listed on the Local List and is viewed as a building with local historical importance to the community. Residents were encouraged to make their views known on this issue through their ward councillors and the planning process.
