Introductions and minutes of the last meeting

Minutes:

1. Councillor Firth introduced the meeting and approved the minutes of the last meeting. There were no questions regarding the minutes.

3.

Street Environment and York Pride Update

Minutes:

1.Iain Dunn, Street Environment Officer, gave a PowerPoint presentation outlining his role and responsibilities. Iain can deal with issues such as drainage, graffiti, fixed penalties for dropping litter, abandoned cars and fly tipping. He will also will pass on any other problems to the relevant Council departments e.g. Leisure / Recycling.

 

2. ID invited residents to join him on walkabouts in the ward. These walkabouts are used to identify problems and where improvements could be made.

 

3.  ID is currently looking for ideas from residents for using the York Pride budget this year. This budget can be used to make any visible improvements in the ward.

 

Q - When the grass verges are cut  why are they not cleaned up?

A - ID will pass this on the relevant person.

Waste Recycling

Minutes:

1.Rachel Buxton, Waste Administration Officer, outlined the work of the Waste Strategy Department who look after all aspects of waste recycling.

 

2. Nothing major on the horizon for this ward and recycling has been going well. Towthorpe household waste site is proving very good and 66% of waste there is being recycled or composted.

 

3. Schools used to just recycle paper but now waste strategy collect cardboard and plastic bottles. School children are very enthusiastic and there has been a competition for the design of a poster for the recycling truck.

 

4. There is a new compost offer with reduced price bins. People who want more information about composting should contact York Rotters who will come to your house and to give information over the phone.

 

5. Q - At previous meeting there was a discussion about improving Towthorpe site to make it more accessible. Are any imporvments planned?

A – Waste Strategy would love to change it but can not say if this will happen at the moment.

 

6. Q – What happens to all of the compost?

A – You can buy it from Hazel Court

 

7. Q – Is there a definitive list of plastics for recycling?

A – Yes, plastic bottles only. It is hard to find companies who will take plastic.

 

8. Q – Who supplies water butts?

A – You can get them from Yorkshire Water website.

 

9. Q - Some councils have bins with three drawers. Will York be getting these?

A – They are good but expensive. The problem is that not all houses have a kerbside recycling programme so split bins are not the priority for spending.

 

10. Q - When recycling blows onto the floor, are bin men supposed to pick it up?

A – They are very busy but do try to do as mush as they can. If there is a particular problem call 551551.

 

11. Q – Where can tetra packs be recycled?

A – In the tetra pack banks at Towthorpe and Hazel Court.

Safer Neighbourhoods team

Minutes:

1. The Safer Neighbourhoods Team (SNT) asked residents for their for top priorities in the ward. Forms were made available for people to fill in.

 

2. Sergeant Donna Musgrove gave an update on Policing in the area.

 

  • Crime is down 24%  in the ward.  SNT have worked really hard to achieve this.

 

  • Operation Dawn, which was a multi agency week of action in the ward went well and data from this week is currently being collated.

 

  • The mobile Police Station is out 3-4 times a month in the ward.

 

  • The Police continue to get complaints about parking on double yellow line. It is the council that deal with this. The Police can only deal with obstructions.

Cllr. Hogg has been in contact about parking problems and will send DM the registration number of the offending cars.

 

3. Q – what happened to the people who vandalised the bus stop last year?

A – DM did not know but will look into and report back.

 

4. Q – A resident  queried the opening of front office in Fulford Police Station?

A – This used to be closed after 10 pm then was open 24 hours. DM will check and report back. However, there will be Police about all of the time who can see if people turn up.

 

5. Q – A car has driven on Ethel Ward playing field at night.

A – Police were informed and advice was to fence off the field.

 

6. A residents commented that they have letter from home office saying that officers will be reduced by 130 to be replaced by civilian staff. They are going to pass on letters to the Councillors.

A – DM can’t really comment but would like more staff.

Ward Budget Update

Minutes:

1. Councillor Firth announced that a provisional list of local improvement schemes for 2008/2009 had been published in Your Ward. These are all subject to feasibility, legality and funding availability.

 

2. Q – Do you have to have little bobbles on dropped kerbs?

A – Yes for health and safety.

 

3. It was commented that  the community rangers do not seem to be good value for money.

Minutes:

1. Q –A question was raised regarding the Liberal Democrat Focus Magazine?

JS suggested taking this up afterwards as the ward committee meeting is a non party political meeting.

 

2. Q – What has happened to the conservation of Wigginton Duck Pond?

A –PF will get response from Wigginton Parish Council and will deal with afterwards so as not to bore people.

 

3. Q – There was a query regarding the World Heritage bid budget that was mentioned at the last meeting.

A – The information given at the last ward committee was correct. The cost of preparing documentation for a bid would cost £15000. If the City is successful in being placed on a revised UK Tentative List then Stage 3 would be the preparation of all the relevant documentation for submission to UNESCO, which maintains the World Heritage Site register. The estimated cost of preparing all the documentation for Stage 3 might be in the region of £80000 to £100000. 

 

4. Q – What has happened to the notice boards outside Dr Surgery and community centre?

A – These were taken down as they were in bad condition. Replacements are currently being looked into.
