Cllr Watson welcomed everybody to the meeting and the minutes of the last Ward Committee were agreed.

Have Your Say in York's Future - Festival of Ideas 2

Minutes:

Martin Grainger explained that throughout the summer of 2003, Without Walls, York's Local Strategic Partnership, asked residents and visitors about the kind of York they wanted to see in twenty years time.  This consultation was called the 'Festival of Ideas' and comments gathered were used to produce York's first ever Vision and Community Strategy.  It is now three years since the plan was produced and it needs to be updated to take into account significant changes and new issues that have arisen since then.

Work has also begun on a plan called the Local Development Framework Core Strategy.  This will set out the overall planning vision for the city.  The first step in preparing the Core Strategy was to consider the key planning issues facing York.  This took place last summer and the views raised were used to develop options on which the council would now like your views.

Without Walls and City of York Council are asking residents to, once again, to join in the discussion about York's future through the Festival of Ideas 2.  This Festival will use comments submitted last time as the starting point, but will now try to tackle some of the more difficult challenges facing the city. 

Martin encourged residents to get involved with this process and to come along to the city conferenence and exhibitions that were being held over the next few weeks.

 

Residents raised the following questions/concerns:

               I.                     I.      Will the plan include rural areas as well as the city centre? – York and its suburbs will be included. Martin was aware that in the past rural areas have been over looked, the plan requires that we understand the needs and views of all neighbourhoods.

             II.                   II.      Will there be any consultation with Parish Councils? – They have been contacted.

 

Martin urged everyone to return their forms before the deadline on the 31st Ocotber 2007.

The Fire & Rescue Service

Minutes:

Joe Calpin explained that each year the Service must consider and publish for consultation any significant proposals it has for improving service delivery. This year there are two focus areas for consideration, which are specific to certain aspects of service delivery, either by location or level of service provision.

To maintain the highest quality service possible in York the Fire Authority has made a commitment to further improve local facilities through a rolling capital programme. That programme has identified a need to replace York’s central station with a more modern facility.

In conjunction with the neighbouring Fire Stations the current facility provides a range of services to the local community including emergency incident cover, community safety advice and support and a legislative fire safety department.

As the replacement Fire Station will require relocation there is a need to reassess the implication of such a move in relation to the three functions mentioned earlier to ensure optimum service delivery benefit is gained across all areas of York. Therefore the Fire Authority is proposing that a review is undertaken to identify the level and type of service that will be required in York over the coming years.

 

Residents raised the following questions/concerns:

 

Why does Clifford Street not meet the Services Standards? – There is no parking, its difficult for the engines to pull in and out because of the busy road, the building itself is damaged and would be difficult to renovate as it’s a listed building, and its not really big enough.

2008/09 Local Improvement Scheme Suggestions

Minutes:

Representatives from the following organisations were invited to give a brief presentation in support of their grant application:

 

York & District Citizens Advice Bureau

Have asked for money to continue to provide a fortnightly outreach support service based at Oaken Grove Community Centre. Advice offered would include debt, housing, consumer, employment and benefits advice.

 

Wigginton Bowling Club

The bowling club provides a leisure facility for elderly residents of the ward, offering a safe and secure environment.  The existing furniture is badly worn, heavy and unhygienic. The club are asking for funding to replace the old furniture.

 

Haxby & Wigginton Youth & Community Association

There is a lack of youth provision in Haxby & Wigginton, the association want funding to provide activities every night of the week except Sundays. They also want to provide a café for elderly residents to enjoy.

 

Treasure Chest- Haxby & District Breastfeeding Group

The group help mothers and babies and is the only application on the ballot paper to offer such a service. There are over 140 babies born in Haxby & Wigginton every year and the group also helps new mums meet one another.

 

Streets Sport York

Encourages young people to keep active and engage in a positive pass time. The Sports England funding will come to an end in April 2008 and the team are eager to continue their good work in the ward.

 

York & District Sports Federation

York & District Sports Federation has applied for £250 to manage a 'funds for the gifted' project, which targets young sports persons aged 18 years, and under who meet F.F.G criteria, to help defray the training, travel and equipment costs associated with their chosen sport.  Several young people form Haxby & Wigginton have benefit from the service in the past.  

 

Wigginton Old School Management Committee

The Old School is used frequently by many different groups including yoga, dance and speech therapy classes. The facilities are presently not up to standard and the committee are asking for funding to install a disabled toilet.

 

Residents raised the following questions/concerns:

 

               I.      It is very difficult to vote on the schemes when there is no costing available – Time scale is such that figures are not always available, also some schemes need to assed by engineers before a cost can be decided upon.

             II.      Money should not be wasted on Community Rangers! – the 2008/09 budget has not been decided yet, the Rangers were commissioned this year because of the numbers of votes they received.

Residents raised the following questions/concerns:

 

               I.      Can a local improvement scheme be spread over two years? – No because of financial regulations

             II.      What other enforcement steps are being taken to reduce the speed of traffic on Towthorpe Road/Usher Lane? – The Neighbourhood Policing Team need to be made aware of the problem, also the possibility of Vehicle Activated Signs.

            III.      The link road from North Lane to the Village is overgrown, which is causing reduced visibility – Cllr’s to investigate.

          IV.      It was mentioned at the last meeting that the Police would advertise when the traffic cars and lasers were going on a patrol. Nothing seems to have happened? – The Police will be invited to the next meeting to discuss this further.
