Members considered an application by Bayram Altin to vary a premises licence at Salt and Pepper, 19 Tanner Row, York, YO1 6JB.

 

In coming to their decision, the Sub-Committee took into consideration all the evidence and submissions that were presented and determined their relevance to the issues raised and the licensing objectives, the prevention of crime and disorder and the prevention of public nuisance, including:

 

  1. The application form, in particular the existing licence conditions and the additional steps agreed to be taken by the applicant to promote the four licensing objectives.

 

  1. The Licensing Officer’s report and their comments made at the Hearing, in particular, that the Applicant was not proposing any additional steps to promote the licensing objectives. The variation sought to extend the opening hours Monday to Saturday until 04:00 hours. Also, that the Police were seeking an alteration to the existing condition 3 regarding door supervision. They stipulated door staff were not required on a Thursday but were required for a Sunday.

 

 

  1. The Applicant’s representations at the Hearing, in particular that the representation made was based on incorrect information and the photographs attached to the representation did not support the claims made in the representor’s letter. The Applicant’s representative stressed that they are a well established local company who contribute to the evening economy of the City and were willing to comply with the Police suggestion to extend the door supervision facility.

 

The Sub-Committee agreed to grant the variation of the premises licence with the following conditions:

  1. The Opening Hours shall be 23:00 hours to 04:00 hours Monday to Sunday and 23:00 hours Sunday to 03:30 hours on Monday.
  1. The premises shall be closed and vacated of customers by 04:00 hours Tuesday to Sunday and 03:30 hours on Monday.
  1. Door Supervision shall be provided on site from 23:00 hours to 04:00 hours on Monday to Sunday and 23:00 hours on Sunday to 03:30 hours on Monday.
  1. That the Applicant join the Pub Watch scheme.
