Members were invited to declare at this point any personal or prejudicial interests they might have in the business on the agenda.  No interests were declared.

 

2.

Appointment of Lord Mayor

To appoint a Lord Mayor for the Municipal Year 2012/13.

Minutes:

Councillor Carol Runciman moved, Councillor Ruth Potter seconded and the Council unanimously

 

RESOLVED:      That Councillor Keith Hyman, of 1a The Old Village, Huntington, York YO32 9RA, be elected Lord Mayor of the City of York for the ensuing municipal year.

 

3.

Qualification of Lord Mayor

Minutes:

Councillor Keith Hyman signified Acceptance of the Office of Lord Mayor of the City of York, subscribed the Declaration of such acceptance and took the Oath of Allegiance prescribed by law in that behalf.

 

4.

Appointment of Sheriff

To appoint a Sheriff for the Municipal Year 2012/13.

Minutes:

Councillor Ann Reid moved, Councillor John Galvin seconded and the Council unanimously

 

RESOLVED:        That Councillor Paul Firth, of 10 Cedar House,
Back Lane, Wigginton, York YO32 2ZH
, be appointed Sheriff of the City of York for the ensuing municipal year.

 

5.

Qualification of Sheriff

Minutes:

Councillor Paul Firth made and subscribed the Declaration of Acceptance of Office of Sheriff for the City of York and took the Oath of Allegiance prescribed by law in that behalf.

 

6.

Appointment of Deputy Lord Mayor

To appoint a Deputy Lord Mayor for the Municipal Year 2012/13.

Minutes:

The Lord Mayor moved, Councillor Paul Firth seconded and the Council unanimously

 

RESOLVED: That Councillor David Horton, of 33 Top Lane Copmanthorpe, York YO23 3UH, be appointed Deputy Lord Mayor for the ensuing municipal year.

 

7.

Qualification of Deputy Lord Mayor

Minutes:

Councillor David Horton made and subscribed the Declaration of Acceptance of Office of Deputy Lord Mayor for the City of York and took the Oath of Allegiance prescribed by law.

 

8.

Lord Mayor's Chaplain

Minutes:

The Lord Mayor advised Council that he had appointed Juliet Wright to serve as his Chaplain during his year of office.

 

9.

Sheriff's Chaplain and Under Sheriff

Minutes:

The Sheriff advised Council that he had appointed The Very Revd Canon Michael Ryan to serve as his Chaplain and Honorary Aldermen Richard Watson to serve as his Under-Sheriff during his year of office.

 

10.

Vote of Thanks to the Outgoing Lord Mayor and Lady Mayoress

Minutes:

Councillor Sonja Crisp moved, Councillor Siân Wiseman seconded and Council unanimously

 

RESOLVED: That the Council express its sincere thanks to the outgoing Lord Mayor and Lady Mayoress for their services to the City during the past municipal year.

11.

Vote of Thanks to the Outgoing Sheriff and Sheriff's Lady

Minutes:

Councillor Tracey Simpson-Laing moved, Councillor Paul Firth seconded and Council unanimously

 

RESOLVED:             That the Council express its sincere thanks to the outgoing Sheriff and Sheriff’s Lady for their services to the City during the past municipal year.

 

12.

Formal Business of Council - Allocation to Seats and Appointments to the Council Structure and Outside Bodies 2012/13 pdf icon PDF 79 KB

To receive a report which asks Council to:

 

a)   Note the constitutional amendments as set out in paragraph 3 and 4 of the report;

 

b)   Agree the allocation of seats in accordance with Annex A;

 

c)   Appoint the Chairs, Vice-Chairs and membership of the Council’s Committees, Boards and other Member bodies, including any partnership arrangements and representatives on the Outside Bodies, for the Municipal Year 2012/13 (Annexes B1-B4 – any updates will be circulated at the meeting).

With reference to the recommendations contained in paragraph 14 of the report at page 9 of the Council papers, the Lord Mayor moved, and Council unanimously agreed, to:

 

(i)           Note the constitutional amendments as set out in paragraphs 3 and 4  of the report;

 

(ii)          Agree the allocation of seats in accordance with Annex A ;

 

(iii)         Approve the nominations to Committees and outside or partnership bodies, as well as appointments to Chairs and Vice-Chairs as set out at Annex B of the report together with the amendments circulated around the Guildhall;

 

(iv)        Nominate Councillors Fitzpatrick and Williams to the two places on the Police and Crime Panel listed at page 31 of the report.

 

13.

Vote of Thanks to Deputy Town Clerk

Minutes:

The Lord Mayor expressed his thanks to the Deputy Town Clerk, Mr Bill Woolley, who was shortly due to retire from the Council after 16 years service, following his last duty as Deputy Town Clerk for the authority.
