Honorary Freeman

“Under Section 249 of the Local Government Act 1972, the Council has the power to confer a new honour on certain persons.  The honour is that of Honorary Freeman and the persons upon whom the honour may be conferred are persons who have rendered eminent service to the Council.  The honour has to be conferred at a meeting of the Council specially convened for this purpose.  This meeting of the Council is specially convened for such purpose.”

Minutes:

The Lord Mayor stated the object of the meeting, under Section 249 of the Local Government Act 1972, as being to consider a motion to confer the status of Honorary Freeman upon Joyce Pickard.

 

Councillor D’Agorne then moved and Councillor Steve Galloway seconded the following motion:-

 

“That pursuant to its powers under Section 249(1) of the Local Government Act 1972, the Council do confer upon Joyce Pickard the title of Honorary Freeman of the City of York, in formal recognition of her contribution to her work in promoting social justice in the City.”

 

On being put to the vote, it was then unanimously

 

RESOLVED: (i)         To confer the status of Honorary Freeman of the City of York upon Joyce Pickard, as proposed; and

 

                        (ii)        To note that a separate formal civic occasion will be organised, on behalf of the Lord Mayor, on a date to suit the convenience of the new Honorary Freeman.

 

There being no further business, the Lord Mayor closed the meeting.
