Appended to this document are proposed Planning Policy and Local Plan advisory group  terms of reference (TOR).  The TOR document outlines the group's purpose, objectives, scope, membership, and responsibilities and clarifies the group's role and authority within the City of York Council's overall governance structure.

 

Following discussions at PPLPAG in June 2026, there have been minor revisions to TOR to address matters raised to address:

·       Address the role and interaction between the Chair and vice Chair of Planning in relation to policy discussion, voting issues and escalation of issues;

·       Feedback from the group should be to the relevant decision maker; and

·       Ensure clarity of the groups recommendations as to areas of consensus and areas of diversion.

This report seeks to update PPLPAG on progress on the preparation of the new Local Plan and the supporting Local Plan timetable.

 

Following PPLPAG in June, this report includes an update on evidence base commissioning to support the new Local Plan, as requested.

Housing Needs Evidence pdf icon PDF 320 KB

This briefing sets out the housing needs evidence proposed to support the preparation of the Local Plan as one of the core themes the plan will need to address.

 

It is necessary to ensure we have both a citywide and more granular understanding of the city’s housing needs. We intend to prepare a Local Housing Needs Assessment and more detailed assessment for specialist housing needs. The Housing Team have already undertaken work on Strategic Housing Needs Assessment for people with learning disabilities and Autistic people.

Non-Statutory Planning Guidance pdf icon PDF 208 KB

This report seeks Members’ views on the proposed approach to the preparation and implementation of non-statutory planning guidance to support the emerging Local Plan. Non-statutory guidance will provide clarity to applicants, decision-makers and stakeholders on the interpretation and application of Local Plan policies.

 

The draft non-statutory guidance prepared for discussion are:

 

·                 Annex A – Draft supported and specialist housing, accessibility and new housing, co-living developments non-statutory planning guidance

·                 Annex B – Draft House extensions non-statutory planning guidance

·                 Annex C – Draft short-term housing lets non-statutory planning guidance

 

Additionally, this report also reports to Members that the National Planning Policy Framework (NPPF) has determined superseded previous discussions in relation to hot food takeaway decisions. Policy HC5 in NPPF 2026 requires a reasonable walking distance of 400m. Guidance endorsed at the July Executive Member Decision Session therefore needs adjustment to be compliant with national policy.
