To approve and sign the minutes of the Decision Session held on Tuesday, 28 April 2026.

This report presents the comments received from a TRO advertisement and consultation conducted in May 2026, particularly those related to Outgang Lane, leading up to the Osbaldwick Gypsy and Traveller residential site.

The Executive Member is asked to consider the findings of the consultation and TRO advertisement and recommendations of the design and consultation.

Resolved:     To implement all works suggested (excluding full road resurfacing). To delay implementation of parking restrictions until a decision has been made around proposed parking restrictions in Osbaldwick Village, Link Road and Murton Way.

Reason:       This scheme will introduce improved pedestrian facilities and street lighting to better manage and regulate on-street parking to encourage users to recognise the area as a residential area, which over decades it has evolved into.

This also addresses concerns raised by residents and businesses of Outgang Lane and therefore meets the aims of the project.

This report presents the results of the external consultation undertaken for the Alness Drive Speed Management Scheme and outlines recommendations for the Executive Member to consider and approve.

Resolved:  To proceed with the option to introduce Sinusoidal ramps on Alness Drive.

Reason:     This serves to reduce vehicle speeds using Alness Drive and is the outcome required to address the concerns raised by residents and to ensure greater compliance of the signed speed limit.

Funding is available to deliver this project in 2026/27.

This provides a localised approach to improving road safety and would deliver wider benefits to the area.

This report reviews the representation received in response to the statutory consultation for a proposed amendment to the Traffic Regulation Order (TRO).  The proposed amendment to the TRO was to introduce ‘No Waiting’ at any time restrictions on Naburn Lane and St Nicholas Avenue.

Resolved:   To Implement as advertised.

Reason:      This will improve the safety of the area, following the danger associated with the temporary measures that were put in place to support the winter wonderland event.  The implementation of the proposed restriction will help reduce the potential impact of damage to the kerb edge from vehicles driving up the full height kerb to park on the grass verge adjacent to the carriageway.

This report is a consideration of representations received, in support or objection, to the advertised proposal to amend the York Parking, Stopping and Waiting Order 2014 (TRO) which have been considered as part of the review process.

A decision on the proposal is important as it will provide the Council with the approval for an outcome and ensure further surveys of North Lane are conducted to consider the wider parking and accessibilities issues of all residents and businesses.

Resolved:   To Take No Further Action.

Reason:      This option was recommended at this time due to objections received and to allow officers to conduct further studies and surveys of the full length of North Lane and then to re-consult on a more comprehensive proposal.

This report is a consideration of representations received, in support or objection, to the advertised proposal to amend the York Parking, Stopping and Waiting Order 2014 (TRO) which have been considered as part of this review process.

A decision on the proposal is important as it will provide the Council with the approval for an outcome and ensure the appropriate changes are made to the traffic restrictions to address the concerns raised if required.

Resolved:   To implement a lesser restriction than advertised:

                    A restriction of ‘Mon-Fri 8am to 6pm 3 hours no return 1 hour’ in the bay.

Reason:      This strikes a balance between available parking for visitors to the local businesses where appointments for treatments can take longer than the 2 hours originally advertised, while also providing overnight parking for local residents.
