Re Procurement of Sexual Health Services for City of York

This report seeks authorisation to award a contract to York Hospitals NHS Foundation Trust for the provision of sexual health services to the population of City of York.
Decision:
Resolved: That the Director of Public Health be authorised to award a contract to York Hospitals NHS Foundation Trust to provide sexual health services for City of York residents.
Reason: To meet the council’s statutory responsibilities under the Health and Social Care Act 2012 and to enable sexual health services that are clinically safe, value for money and responsive to local need to be available to York residents.
Minutes:
The Executive Member considered a report which sought approval to award a contract to York Hospitals NHS Foundation Trust (the Trust) for the provision of sexual health services to York residents.
On 12 July 2018, Executive had agreed to the procurement of a new service and authorised the Director of Public Health, in consultation with the Executive Member, to award a contract to the highest scoring bidder (Minute 18 of that meeting refers). The procurement had now been completed and the Trust’s bid had been successfully evaluated in accordance with the agreed criteria. It was therefore recommended that the contract be awarded.
In response to questions from the Executive Member, officers confirmed that:
· There was a robust process in place to monitor the contract performance, including quarterly meetings with the provider, key performance indicators and oversight by the YorOk Board and relevant Scrutiny committee.
· The service specification had been ‘future proofed’ to ensure access for all sectors of the population.
· The contract would be awarded for 3 years, with an option to extend it to up to 7 years subject to satisfactory performance.
