Resolved:  That the one-year funding level and SLA at Annex A to the report be approved, subject to the reporting and performance conditions set down in the agreement.

 

Reason:     To demonstrate the delivery of expected outputs and accountability for public expenditure.

 

Minutes:

The Executive Member considered a report which sought approval for a further one-year funding agreement, to March 2020 (not 2019 as indicated in the report), with Citizens Advice York (CAY, formerly CAB).  The Chief Executive of CAY was in attendance along with council officers.

 

The proposal, as set out in the Service Level Agreement (SLA) at Annex A, was to roll forward the existing agreement, approved by the Executive Member on 15 March 2018, for one further year, with the addition of 2.5% inflation.  This would increase the core funding for CAY to £131,200.  Any longer term funding would be for the new administration to consider after the elections in May, but the next agreement should be for three years, within the council’s agreed budget provision.

 

The Chief Executive of CAY reported on the effectiveness of the ‘social prescribing’ approach, which aligned CAY services with those of GPs to help people with social problems affecting their health.  This had increased citizens’ income by £100k in the current year.
