The report details progress delivering against the council’s Carbon and Resource Smart Management objectives (CRSM), with particular reference to carbon reduction, energy use and waste reduction.

Resolved:  (i)      That the progress made in delivering the CRSM, the ongoing alignment with the emerging Leeds City Region Energy Plan, and the plans to refresh the carbon baseline in 2019/20, be noted.      

                  

Reason:     To confirm that the Executive Member is aware of the progress being made and able to scrutinise performance in this area.

 

                   (ii)      That a further report be brought to the Executive Member, providing detailed plans on targets and outcomes for carbon savings and plans for future work in this area, including reference to the work by the Leeds City Region’s Energy Accelerator.

 

Reason:     To ensure that the delivery of the council’s plans can be monitored and that York can benefit from the funding awarded to LCR for this work.

 

                   (iii)     That details be provided of how the council can support York Community Energy in schemes to increase renewable power in the city.

 

Reason:     To provide clarity to YCE in creating their business case for these schemes.

 

                   (iv)    That clearer reference be made to this work on the council’s website.

 

Reason:     So that residents can be fully informed.

 

Minutes:

The Executive Member considered a report which detailed the council’s progress on delivery against its Carbon and Resource Smart Management objectives (CRSM), with particular reference to carbon reduction, energy use and waste reduction.

 

Progress, as summarised in paragraphs 4 to 11 of report and detailed in paragraphs 13 to 45, included:

·        Completion of 41 of the 91 short term projects in the CRSM

·        A 26% decline in the council’s carbon footprint since 2010/11

·        A decline of 19.3% in CO2 emissions from building utilities

·        A drop of 34.3% in electricity consumption

·        A decline of 37.5% in total miles travelled by car

·        A drop of 20.3% in corporate waste.

·        The 2014/15 baseline of 15,000 tonnes of CO2 generated across the corporate estate and street lighting would be fully updated in 2019/20.

The council would also work closely with Leeds City Region (LCR) to ensure the CRSM was full aligned to opportunities arising from the LCR Energy Review.

 

The Executive Member commented that further detail was needed on the potential future projects listed in paragraph 25, and that reference should be made to the OnePlanetCouncil Plan considered at the Decision Session on 1 August 2016 and the first Carbon Management Plan agreed by Executive on 22 April 2008.
