This report seeks approval of the co-ordinated schemes and admission policies for primary, junior and secondary schools for whom the City of York Council is the admissions authority for the 2017/18 school year.  The report also seeks approval of the proposed school Planned Admission Numbers for each school for which the City of York Council is the admissions authority for the school year beginning in September 2017.

Resolved:  (i)      That the coordinated schemes and admissions

policies for all City of York Council schools for the 2017/18 school year, as set out in Annexes B-J and AB-AD of the report be approved.

 

                   (ii)      That the proposed individual school maximum

admission limits for the academic year beginning in September 2017, as set out in Annex A of the report, be approved.

 

Reason:              To meet the statutory requirements of the School

                             Admissions Code of Practice.

 

 

Minutes:

The Executive Member considered a report which sought approval of the coordinated schemes and admissions policies for primary, junior and secondary schools for whom the City of York Council was the admissions authority for the 2017/18 school year.  The report also sought approval of the proposed school planned admission numbers for each school for whom the City of York Council was the admissions authority for the school year beginning in September 2017.

 

Officers stated that all admissions authorities in the Local Authority area had agreed to take part in a joint consultation on the admission arrangements for 2017/18.   This had been carried out within the required timescales detailed in paragraph 9 of the report.

 

The Executive Member’s attention was drawn to the In Year Admissions Policy and Scheme (Annex E of the report) and the Admissions Policy on the Delayed and Deferred Admission to Primary School (Annex I of the report). 

 

The Executive Member gave consideration to the proposed changes to school planned admission numbers for schools for which the Local Authority was the Admissions Authority, as detailed in paragraph 21 of the report.  Officers gave details of the reasons why the changes were being proposed and the factors that had been taken into account. 

 

The Executive Member queried whether there was a need to increase the admission number for Scarcroft Primary School for 2017/18, as consideration was currently being given to increasing the number of places at the school.  Officers stated that the Admissions Code required schools to have sufficient accommodation in place before increasing its admission number so it would not be appropriate to do so at this stage.  It was, however, permitted for schools to admit above their admission number so additional pupils could be admitted to the school ahead of its admission number being reviewed and increased at a later date.

 

The Executive Member noted the proposal by Haxby Road Primary Academy to increase its admission number from 30 to 45.  She sought clarification from officers as to the impact that this may have on other schools in the area. Officers stated that it was unlikely to have a very significant impact because the number of children in the area was increasing.

 

The Executive Member thanked officers for the work that they had carried out.
