This report is brought to the Cabinet Member to seek approval for new regulations for the Shambles Market.

Decision:
Resolved: That the Cabinet Member;
Approve the principles for the new regulations for the Shambles Market and the general approach to managing the market set out in the report, noting that there is nothing in this approach that precludes events taking place for example in Parliament Street which have in them an element of trading where this supports the event, is beneficial to the overall city centre events programme, and is managed in a way conducive to encouraging overall trade, and also noting that responsibility for implementing this policy passes to Make it York on 1 April.
Reason: To promote a thriving Shambles Market.

The Cabinet Member considered a report which asked her to approve new regulations for the Shambles Market.
The Cabinet Market expressed her thanks to the Market Traders, as the new regulations had been produced in conjunction with them and with their full agreement. She also thanked the City Centre & Markets Project Officer for her hard work in this task, particularly given the early morning and evening hours needed to complete this.
She felt that a number of amendments needed to be made to the report these included;
· Paragraph 7- “This has implications for other areas in the city centre and means that that the Council will no longer permit or set up completing markets in other city centre spaces, such as Parliament Street, that have a detrimental effect on trade in the regular market”.

Paragraph 10- “From 1 April Make It York, the
new city marketing and business development agency, will take on
responsibility for operation of Shambles Market and will
continue to develop markets policy on behalf of the Council
under a Service Level Agreement in consultation with the Market
Traders Association.”
