Decision:

Decision: To delegate authority to Corporate Directors and statutory officers to implement the Business and Planning Act 2020 within their operational remits and within the existing constitutional constraints in respect of decision making.

Reason for the Decision:

The Business and Planning Act 2020 came into force w/c 20th July and has immediate operational impacts associated to the Covid 19 emergency requiring officers to take actions on behalf of the Council in order to comply with new legal obligations. This therefore requires officers to have appropriate delegations to implement this new legislation.
All emergency officer decisions taken in respect of the Covid 19 emergency are published and subsequently reported to Executive.
Were emergency decisions are not required these will follow normal constitutionally defined routes.
A future decision session of the Executive member Economy and Strategic Planning will consider the impacts of the Business and Planning Act 2020 in detail and make recommendations to Executive as necessary.

Options Considered:

Option 1 - Approve to delegate authority to Corporate Directors and statutory officers to implement the Business and Planning Act 2020 within their operational remits and within the existing constitutional constraints in respect of decision making.

Option 2 - Decline to delegate authority to Corporate Directors and statutory officers to implement the Business and Planning Act 2020 within their operational remits and within the existing constitutional constraints in respect of decision making.
