COVID 19 - Economic Recovery – Castlegate traffic management

Decision Maker: Chief Executive

Decision status: Decision Made

Is Key decision?: No

Is subject to call in?: No

Decision:

Decision:
To approve a Temporary TRO to change existing access restrictions on Castlegate, implementing the following:
a. No vehicular access between 10:30 and 20:00 seven days a week (no exemptions for cyclists or Blue Badge holders, extended hours in line with extended footstreet hours) – between number 12 and number 28 Castlegate;
b. Loading ban between 10:30 and 20:00 for the whole length of Castlegate; and
c. Enable two way traffic between number 28 Castlegate and the junction with Tower Street 24h/day.

This will be reviewed in line with changes to COVID Alert levels

Reason for the Decision:
To maintain social distancing whilst implementing the council’s Covid Recovery plan. This action supports the councils Covid Economic Recovery Transport and Place Strategy to reopen the city centre, and provides businesses with the space and opportunity to operate their business within social distancing guidance, i.e. pavement cafes. Blue Badge Holder car park provision in nearby Castlegate Car Park will be highlighted as an alternative parking opportunity for Blue Badge Holders to access the city centre. Further engagement will continue to provide better options for blue badge holders to access the city centre.

Options Considered:

Option 1 - To approve a Temporary TRO to change existing access restrictions on Castlegate as outlined.

Option 2 - To reject a Temporary TRO to change existing access restrictions on Castlegate as outlined.

Options Rejected:

Option 2 was rejected.
