Purpose:

Purpose of Report: Amendment to the Private Sector Assistance Policy and to advise the Executive Member for Housing and Safer Neighbourhoods about the new regional loan product called the Energy Repayment Loan and to amend the Assistance Policy to enable the loan to be available to Residents who access the Better Homes York scheme.

The Executive Member for Housing and Safer Neighbourhoods is asked to:

1)    Note the development of the loan product to tackle fuel poverty.

2)    Amend the Private Sector Assistance Policy to enable York residents to access the new Energy Repayment Loan.

3)    Prioritise this type of work so that any recycled monies are directed to this area of work.

 

Decision:

Resolved:

(i)           That the development of the loan product to tackle fuel poverty be noted.

 

(ii)          That Option 1, to amend the Private Sector Assistance Policy and introduce a new Energy Repayment Loan product, be agreed.

 

Reason:  The new evidence base from the Building Research Establishment found that, although fuel poverty levels in the City were generally below the national and regional average, there were certain Wards which were found to be higher.
