Purpose of Report: To approve the use of rental exchange scheme which uses the rent payment history as a means to improve tenant's credit rating.

The Cabinet Member is asked to consider the introduction of the rental exchange and agree that officers should consult with council tenants on its introduction.

Resolved:  (i)      That option 1, to implement the rental exchange, be approved.

                   (ii)      That officers will engage with council tenants across the City on its introduction and their individual choice to opt out in preparation for moving to live implementation later in the year.

Reason:     The scheme will support financial inclusion for some of the most financially excluded citizens in the city through improving access to high street credit for council tenants.
