Purpose:

Purpose of Report: To seek Cabinet Member approval for the fees charged by Public Protection's trading standards, environmental health and licensing services for entering into Primary Authority Partnerships.

Cabinet Member is asked to acknowledge the work that offers have undertaken to explore opportunities to enter into Primary Authority Partnerships and adopt a fee structure based upon 'cost recovery'.

Decision:

Resolved: 

(i)      That the implementation of the Primary Authority Principle be approved.

(ii)      That option 1(to charge businesses an annual fee enabling full cost recovery) be adopted as the appropriate fee structure to be used by Public Protection’s trading standards, environmental health and licensing services for entering into Primary Authority Partnerships.

Reason:    

To pursue Primary Authority partnerships and ensure that there is no ‘net cost’ to the council in doing so whilst ensuring the service is affordable particularly for new or smaller businesses.
