Purpose:

Purpose of Report: The school safety zone outside Bishopthorpe Infants and Archbishop of York Junior School has been in place for several years, with only a minor modification in 2009 outside the Infants School. The school are keen to encourage more sustainable journeys and have concerns about parking near crossing points, and general driver behaviour. This report puts forward a package of measures including new waiting restrictions, upgraded signing and road markings plus minor footway improvements. It also summarises the consultation with interested parties in order to recommend a way forward.

The Cabinet Member is asked to approve the advertising of a traffic regulation order to introduce waiting restrictions, and if there are no objections raised, approve the implementation of the scheme.

Decision:

RESOLVED:                That the Cabinet Member:

 

(i)           Approved the implementation of the proposed highway improvements, except for the waiting restrictions which require a traffic regulation order.

 

(ii)          Approved the advertising of the associated traffic regulation orders.  Any objections would be brought back to an Officer in Consultation meeting for a decision on the way forward.

 

REASONS:          (I)     To raise awareness of the existing 20mph speed limit and the presence of the schools, and to improve footways

 

(II)    To progress a scheme which will discourage parking in areas where it may impede the operation of the school crossing patrol.
