Purpose of report: The CYC element of the funding for the Access York Phase 1 scheme would be approved. This would allow the scheme to progress and with officers involved in works with the lead design consultant, Halcrow. Further reports will be brought to Members regarding detailed design options for works affected the public highway, as well as reports on the procurement of the construction contractor. Detailed design reports should be available in September 2010. The key contractor procurement reports will be in Spring 2011.

Members are asked to: Approve the CYC financial contribution to the scheme and approve the appointment of Halcrow as lead design consultant.

RESOLVED: (i)         That the City of York Council contributions for the Access York Phase 1 project, as set out in the anticipated spend / funding profile in paragraph 11 of the report and the potential funding sources in paragraph 14, be approved.

                        (ii)        That the procurement of Halcrow as the Lead Design Consultant be approved.

REASON:      To enable the Access York Phase 1 project to proceed as planned by providing the required funding and approving the procurement of a Lead Design Consultant.
