Background:
As determined at Executive on 15 July 2025, CYC are now taking a phased approach to delivering the YORR scheme, with the immediate priority being Phase 1A which comprises the section from A19 Shipton Road, to Wigginton Road, including Clifton Moor.

Within this same Executive Decision, approval was given “for the procurement of contractors and specialist support services to enable timely delivery of future phases of the YORR programme and delegate authority to the Director of City Development, in consultation with the Director of Governance and the Director of Finance, to procure such contractors and/or consultants and to take such steps as are necessary to award and enter into the resulting contracts”

A decision is now requested to enter into contract with Pell Frischmann Ltd to act as the council’s Technical Assurance Partner in the delivery of this project. The value of this contract being £1,325,405.92. Procurement has been undertaken via the ESPO framework and is a direct award.

Critically for this project, this will enable them to continue to support us through the development of the FBC and discharging of the planning conditions by the deadline of 12 April 2027.

Comments/Observations:
Procurement of this contract has been undertaken with the full involvement of CYC’s Corporate Procurement and Legal teams.

Due to the previous decision made at Executive and the value of the contract, this Officer Decision is being made in collaboration with and with the endorsement of Richard Webb, Chief Executive Officer, and Debbie Mitchell, Chief Finance Officer.
