On 14 April 2026 a decision was made at
Executive to move to producing planning guidance instead of
Supplementary Planning Documents. Delegation was given to the
Director of City Development to approve consultation strategies for
these planning guidance notes. This report now seeks approval of a
consultation strategy (attached at Annex A) for the
guidance.

While there is no statutory process for producing planning
guidance, the April 2026 Executive decision gave delegation to the
Director of City Development to approve consultation strategies for
the guidance in accordance with the Council’s adopted
Statement of Community Involvement . Undertaking consultation helps
to ensure that the guidance is afforded weight in the planning
process.
