The draft Copmanthorpe Neighbourhood Plan has
been developed by the Copmanthorpe Parish Council with support from
CYC. On 29 January 2025 the draft Plan was formally submitted to
CYC to progress to examination. In accordance with the
Neighbourhood Planning Regulations, CYC must now undertake a
minimum 6 week public consultation on the submitted documentation.
It is intended that the Consultation would commence on Wednesday 26
March 2025, and run until Wednesday 14 May 2025.
The Neighbourhood Plan has been prepared by the Parish Council with
support from City of York Council. In September 2013 the Parish
Council wrote to CYC submitting an application for designation of a
neighbourhood plan area. After a 6 week consultation undertaken by
the Parish Council, the designated area was agreed by CYC in
January 2014.
Since then the Parish Council consulted with residents and
businesses within the parish in 2013 and 2014 in development of the
Plan. They then undertook consultations in 2014 and 2017 on the
pre-submission draft of the Neighbourhood Plan. Summaries of
responses received at this time are contained within their
consultation statement along with actions taken as a result of the
points raised.
The Consultation will be informed by and supported by a
Consultation Strategy, which sets out the process by which the
Council will undertake the consultation on the Neighbourhood Plan,
and as required by the draft Statement of Community Involvement
(2024).
Comments/Observations:
Following this decision, the Council will undertake a public
consultation on the Submitted draft Copmanthorpe Neighbourhood
Plan, in accordance with the agreed Consultation Strategy.
Options Considered:
There are two options – to accept the
Consultation Strategy, allowing the submission version of the
Copmanthorpe Neighbourhood Plan to proceed to public consultation
on the submitted documents.
To not accept the Consultation Strategy, deferring the consultation
on the Submission version of the Copmanthorpe Neighbourhood
Plan.
However, it should be noted that where a draft neighbourhood plan
has been submitted to the local authority, and complies with all
the relevant statutory requirements, then the local authority must
accept the submission.
Options Rejected:
To not accept the Consultation Strategy,
deferring the consultation on the Submission version of the
Copmanthorpe Neighbourhood Plan.
