The decision is to formally recognise that the
draft Copmanthorpe Neighbourhood Plan has been submitted to the
City of York Council on 29 January 2025 for independent
examination. The Council is satisfied that the draft Copmanthorpe
Neighbourhood Plan complies with all the relevant statutory
requirements to accept its formal submission. Alongside the
Submission version Neighbourhood Plan, a basic conditions statement
and consultation statement have also been submitted and SEA and HRA
screening reports.
The Neighbourhood Plan has been prepared by the Parish Council with
support from City of York Council. In September 2013 the Parish
Council wrote to CYC submitting an application for designation of a
neighbourhood plan area. After a 6 week consultation undertaken by
the Parish Council, the designated area was agreed by CYC in
January 2014.
Since then the Parish Council consulted with residents and
businesses within the parish in 2013 and 2014 in development of the
Plan. They then undertook consultations in 2014 and 2017 on the
pre-submission draft of the Neighbourhood Plan. Summaries of
responses received at this time are contained within their
consultation statement along with actions taken as a result of the
points raised.
It should be noted that where a draft neighbourhood plan has been
submitted to the local authority, and complies with all the
relevant statutory requirements, then the local authority must
accept the submission.
Following this decision a letter (attached) will be sent to
Copmanthorpe Parish Council confirming submission of the draft
neighbourhood plan.
