Purpose of Report: This report will update Members on the Local Plan post submission to the Planning Inspectorate on 25th May 2018 in relation to initial clarifications from the Inspectors and the forthcoming hearing sessions relating to housing need, legal and Duty to Co-operate and Green Belt Principle. The report will also update members on further work undertaken in relation to the Habitat Regulation Assessment (HRA) and potential implications for the submitted Plan.

Members will be asked to take any consequential decisions required prior to the forthcoming hearing sessions.

Resolved:  (i)      That the additional Objective Assessment of Housing Need (OAN) evidence, already submitted to the Planning Inspectorate (PINS) following approval by the Director of Economy & Place in consultation with the relevant Members under delegated powers, be noted.

Reason:     To allow officers to progress York’s Local Plan through to hearing sessions to determine the OAN.

                   (ii)      That the modification schedule attached as Annex E to the report be approved for submission to PINS for examination.

Reason:     So that York’s Local Plan can progress through examination.
