Purpose:
Purpose of Report: The upgrade and
signalisation of the North Field Lane/Station Road/A59 junction in
Poppleton is an essential part of the proposed Poppleton Bar Park
and Ride site proposal. To increase the capacity of the junction it
is proposed to provide a left turn filter out of North Field Lane.
The land required for these works is currently owned by the Council
but registered as part of a village green. Under Section 122 of the
Local Government Act 1972 it is proposed to appropriate a small
area of the village green for planning purposes to enable the
highway to be upgraded. In accordance with the requirements of this
act, legal notices have been placed in the local press with a last
response date of 21 June for any objections.
Cabinet is asked to consider the proposal and take account of any
objections before confirming the appropriation of the land. An
early confirmation of the availability of the land for the proposed
works is required to enable the design to be completed.
Decision:
RESOLVED: That, having considered the Parish Council objection, Cabinet agrees to support Option 1 to authorise, with immediate effect, the appropriation of land at Poppleton currently owned by the Council for planning purposes in accordance with the provisions of Section 122 of the Local Government Act 1972.
REASON: In order to comply with the requirements of Section 122 of the Local Government Act 1972 and to enable the delivery of the highest capacity North Field Lane/ A59 junction to improve the social, environmental and economic well-being of the area.
